WE DECLARE that, with effect from the moment of the termination of the Mandate being tonight, the eve of Sabbath, the 6th Iyar, 5708 (15th May, 1948), until the establishment of the elected, regular authorities of the State in accordance with the Constitution which shall be adopted by the Elected Constituent Assembly not later than the 1st October 1948, the People's Council shall act as a Provisional Council of State, and its executive organ, the People's Administration, shall be the Provisional Government of the Jewish State, to be called "Israel".
THE STATE OF ISRAEL will be open for Jewish immigration and for the Ingathering of the Exiles; it will foster the development of the country for the benefit of all its inhabitants; it will be based on freedom, justice and peace as envisaged by the prophets of Israel; it will ensure complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex; it will guarantee freedom of religion, conscience, language, education and culture; it will safeguard the Holy Places of all religions; and it will be faithful to the principles of the Charter of the United Nations.

God's Ways are Contrary to Man's
To get the correct perspective of God, let's look at King David's confession. David declared, "And now, O Lord God, You are God and Your words are true, and You have promised this goodness to Your servant." (II Samuel 7:28).
It is crucially important to recognise God is Spirit. He is not man, He is the Sovereign Lord. Consequently, this gives Him the leverage to operate contrary to the human experience and or expectation. The Prophet Isaiah aptly expresses the position of God when he advances the very heart of God, as declared "For My thoughts are not your thoughts, nor are My ways, Says the Lord. (Isaiah 55:8).
God made man. Man was not an incident in the scheme of things. So no one should believe the lies taught in the theory of evolution-- man evolved from monkeys. We did not evolved from monkeys nor can any member of the human race be classified as pigs. Instead, God has taken credit for all of creation and that includes the creation of mankind as well. We were created in His image and likeness (see Genesis
Therefore, God has the right to do what pleases Him. And that He did!
God had earlier scattered the descendants of Jacob who under Joshua did possess the land-of-promise, the State of Israel. After a succession of disobedient leaders God dispersed the Jewish people from their own land to foreign lands and then in the fullness of time He RE-established the State of Israel, in 1948. Here's the human controversy.
A retired diplomat asked me a few weeks ago, "Who is this God that He can favour one group of people over another?" Who are we to quarrel with our Maker? The fact He committed Himself ages ago to re-establish the State of Israel and did so, He will keep His promises to us because He is faithful and true. The establishment of the State of Israel tells us something about God's character… He keeps His word. The real question is can our ideals be higher than God's?
God's Promises: The State of Israel

Conclusion
It is my guess you have gotten the picture by now. If you are not fully convinced that God was instrumental in the re-establishment of the State of Israel, then you can read other Scripture references from Ezekiel 36: 24, Ezekiel 39:27; Amos 9: 14 and Isaiah 43:5.
